The regular
meeting of the Winnefox Library System Board of Trustees was called
to order at 4:05 p.m. on Wednesday, March 28, 2001, in the Meeting
Room at the Oshkosh Public Library by President Byron Olson.
Trustees
present were: : Lurton Blassingame; Jo Dell'Antonia; Yvonne
Feavel; Stephan Kaszar; Jerry Keifenheim; Robert LaBuda; Carole
Marchant-Ferber; Eugene McLane; Connie Mitchler; Dorothy Nimmer;
Byron Olson; James Reiland; Kay Roethel; Robert Rucks; Paul Wade;
Ken Watts and Merry Whipple.
Trustees
abesent were: John Bermingham; Cindy Duckert; Jackie Jurkowski;
Judy Malueg; and Tom Widener

were: John Nichols, Director of Winnefox Library System; Ken
Hall, Winnefox Coordinator; Julie Schmude, Administrative Services

Lurton Blassingame
moved approval of the minutes of the January 24, 2001 regular
Winnefox Board of Trustees Meeting. After being seconded by Byron
Olson, the motion carried unanimously.

Kay Roethel
made a motion to approve the January 2001, and February 2001 WLS
Classification of Invoices Previously Paid. After being seconded
by Robert LaBuda, the motion carried unanimously.

| A
motion was made by Yvonne Feavel to approve the January 2001, and
February 2001 WALS Classification of Invoices Previously Paid. After
being seconded Jerry Keifenheim, the motion carried unanimously. |

Kay Roethel
moved to approve the January 2001, and February 2001 WCTS Classification
of Invoices Previously Paid. After being seconded by Connie Mitchler,
the motion carried unanimously.

John Nichols
gave the Report of the Director.
|

Kay Roethel
moved acceptance of the Winnefox Annual Report as contained in
Exhibit A. After being seconded by Connie Mitchler, the motion
carried unanimously.

A motion was
made by Jim Reiland to approve changes to the WCTS 2001 budget
as proposed in Exhibit B. After being seconded by Byron Olson,
the motion carried unanimously.

Merry Whipple appointed the following Executive Committee with the
concurrence of the Board. President: Merry Whipple Vice President:

Robert Rucks
arrived at the meeting at this time.

Director Nichols
gave an update on legislative issues and asked for trustees who
would speak at public budget hearings, which are scheduled around
the state in the next few weeks. Ken Hall will write and distribute
"Talking Points" on these issues for use in the boards speaking
to their legislators.

Jim Reiland
moved to authorize staff to actively oppose the exclusion of libraries
from the Badger Basic formula and to actively oppose the approval
of UCITA legislation in Wisconsin. After being seconded by Byron
Olson, the motion carried unanimously.

| Director
Nichols reported on the Library Information Technology Advisory
Committee's current activities. The WISCAT catalog technology is
out of date and over one-half of all libraries currently are on
shared automation systems. As this number is expected to increase
to approximately 90% in the next few years, Winnefox, together with
the Outagamie Waupaca Library System (OWLS) and the South Central
Library System (SCLS) will bi involved in a demonstration project
to link their automated systems. |

Karen Lovejoy
with the assistance of Mark Arend, conducted a presentation on
e-books and the Gale Health Reference Center product.

A motion to
adjourn the meeting was made by Byron Olson, and was seconded
by Connie Mitchler. The motion carried unanimously and the meeting
was adjourned at 4:52 p.m.
