2007 RESOURCE LIBRARY AGREEMENT                   
Exhibit A. contains the 2007 Resource Library Agreement.  This is a required Agreement under Chap. 43 Wis. Statutes.  This Agreement addresses elements that are required parts of our relationship – “backup reference and interlibrary loan services from the system resource library including the development of and access to specialized collections.”  There are no substantive changes in this Agreement. Funding is included in the 2007 System budget to accommodate this Agreement.  Discussion.  Action Requested:  Approve 2007 Resource Library Agreement as contained in Exhibit A.

                       

2007 CONTRACTUAL SERVICES AGREEMENT
The Contractual Services Agreement is contained in Exhibit B.  This is another required agreement under Chap. 43 Wis. Statutes. There are no substantive changes in this Agreement.  Appropriate funding has been included in both budgets.  Discussion.  Action Requested:  Approve 2007 Contractual Services Agreement as proposed in Exhibit B.

 

2007 PROPOSED WINNEFOX LIBRARY SYSTEM BUDGET
Exhibit C. contains the proposed 2007 proposed Winnefox Library System budget.  Please note that the budget includes separate budget components for the Winnefox Library System (largely funded by state public library system aids); the Winnefox Cooperative Technical Services (WCTS) subprogram (funded by the County Agreements in Marquette, Waushara and Green Lake Counties as well as some funds from local libraries; and the Winnefox Automated Library Services (WALS) subprogram that is funded by the participating libraries and prior year fund balances accumulating for equipment upgrades and replacement.  Also, reflected in the Winnefox budget are the estimated contractual amounts for each of the County Agreements that are pass-through funds that are provided in payments to each of the libraries or for the operation of WCTS as specified in the Agreements.  Discussion.  Action Requested:  Approve 2007 Winnefox Library System budget(s) as proposed in Exhibit C.

 

ANNUAL SYSTEM PLAN
The Annual Public Library System Plan and Certification of Intent to Comply for Calendar Year 2007 is due to be submitted to DLTCL (Division for Libraries, Technology and Community Learning) by Oct. 16.  I have reviewed and discussed the Plan with Assistant Director Mark and concur that it addresses our major needs for the year 2007.  The most notable changes from the 2006 plan are the need to assist libraries and counties to comply with the provisions of Act 420 affecting county library funding; a commitment to carry out a planning process and act on its recommendations, and implementation of changes suggested by the 2006 WCTS study. Discussion.  Action Requested: Approve Annual System Plan as presented in Exhibit D.

 

2007 - 2011 WAUSHARA COUNTY PLAN
Included in your packets as Exhibit E. is the 2007 - 2011 Waushara County Plan and Agreement.  This Plan was approved by the Waushara County Board on August 8, 2006.  Discussion.  Action Requested: Approve the Plan.

 

Library Services & Technology Act (LSTA) 2007 Grants
We are applying for one LSTA grant for 2007.  The grant request is for $20,200 in the noncompetitive system technology category.  We plan to use the grant funds in the following ways:  secure training from a consultant to increase the ability of WALS staff to carry out database modifications and produce more useful reports; support Winnefox member library digitization projects by funding expansion of Oshkosh Public Library’s OCLC ContentDM license; and possibly fund part of the cost of a Sirsi/Dynix report generation module called Director Station.  The application cover page and abstract are included in Exhibit F.  Discussion.  Action Requested: Authorization to proceed with acceptance and implementation of grant project contingent upon approval of funds.

 

MISCELLANEOUS REPORTS -

 

§         Winnefox Assistant Director’s Report – Exhibit G. contains Mark’s report, which provides updates on System matters and county planning.

 

§         Board Reappointment Reminders – the following trustee terms of office end at the end of 2006.  If you would like to be reappointed, please let me, Mark or Julie know (preferably by the end of October) and we will coordinate with each county for appointments:
