2007 WINNEBAGO COUNTY AGREEMENT, PLAN, AND BUDGET REQUEST                            

The Winnebago County Librarian Advisory Council recommends adoption of the proposed Winnebago County Agreement and Plan for Library Services included as Exhibit B.  The Agreement and Plan also includes the 2007 Winnebago County Library Services Levy Request.  The Total Library Service Request for 2007 is $2,009,099.  The Winnebago County U.W. Education, Extension and Agriculture Committee is scheduled to consider the Agreement and Plan at its August 10, 2006 meeting.  Exhibit A. is a memorandum from me that details major changes from the 2006 to the 2007 Agreement and Plan.  Discussion.  Action Requested:  approve the Agreement and Plan.

 

 

WINNEFOX LIBRARY SYSTEM  - 2005 AUDIT           

The audit for Winnefox for 2005 is included in your packets as Exhibit C.  The audit is required by Statute and generally finds us in very good financial condition.  Most of the comments/suggestions have been made in past audits.  They point out internal control weaknesses.  In the coming months, I will look for ways to address these issues.  Discussion.  Action Requested:  accept 2005 Winnefox audit as contained in Exhibit C.

 

 

WALS ANNUAL ASSOCIATES AUTOMATION FEES FOR 2007                               

The 2007 WALS Associates Fee proposal (Exhibit D) was reviewed and approved by the WALS Executive Committee on July 19, 2006.  The Associate fees for 2007 range from a low of $6,600 up to $9,800.  The increases are mostly in the range of 0-7% with the average around 4.3%.  Since the libraries are developing their budgets for 2007, we would like to set these fees now so they know what to budget.  Discussion.  Action Requested:  approve the recommendation for WALS Associates fees as included in Exhibit D.

 

 

WCTS TECHNICAL SERVICES STUDY

Early this year, Winnefox contracted with consultant Angela Dodge to evaluate the efficiency and cost-effectiveness of the Winnefox Cooperative Technical Services operation.  Selection, ordering, cataloging and processing operations were examined and compared to the same functions as performed by non-WCTS libraries in North Fond du Lac, Omro and Winneconne.  Exhibit E. is a memorandum from Mark Arend detailing the study’s conclusions.  Exhibit F. is Ms. Dodge’s report.  Discussion.  Action Requested: none.


 

“SPEAK UP FOR LIBRARIES” ADVOCACY INITIATIVE                  

Surveys consistently show that people are highly satisfied with their public library services.  Many people openly express strong affection for their public libraries.  We are making an effort to identify those of our supporters who wish to become better informed about library services and issues, and who are willing to speak up on behalf of their libraries with decision-makers and opinion leaders.  This revives and revises an effort begun in 2002 that has been known as the “Library Insiders Network.”  Winnefox will build and maintain an email list of willing library advocates.  A brief monthly message about libraries will be emailed to the entire list, and individual system member libraries will be able to send targeted messages to their own supporters as needed.  Mark Arend will distribute copies of materials that have been developed for this effort at the meeting.  Discussion.  Action Requested: none.
