2006 RESOURCE LIBRARY AGREEMENT
Exhibit B contains the 2006 Resource Library Agreement. This is a required Agreement under Chap. 43
2006 CONTRACTUAL SERVICES
AGREEMENT
The Contractual Services Agreement is contained in Exhibit C. This is another required agreement under Chap. 43 Wis. Statutes. There is one substantive change in this Agreement which is shown in italics. The Search & Screen Committee, after discussing the change in the way supplemental compensation for the Executive Director is paid, suggested that it be described in the Contractual Services Agreement. This Agreement provides for voluntary exchanges of service between Winnefox and Oshkosh Public Library as the Resource Library for Winnefox. Appropriate funding has been included in both budgets. The Oshkosh Public Library Board approved these Agreements at their last meeting. Discussion. Action Requested: approve 2006 Contractual Services Agreement as proposed in Exhibit C.
2006 PROPOSED
WINNEFOX LIBRARY SYSTEM BUDGET
Exhibit D contains the proposed 2006 proposed Winnefox
Library System budget. Please note that
the budget includes separate budget components for the Winnefox Library System
(largely funded by state public library system aids); the Winnefox Cooperative
Technical Services (WCTS) subprogram (funded by the County Agreements in
Marquette, Waushara and Green Lake Counties as well as some funds from local
libraries; and the Winnefox Automated Library Services (WALS) subprogram that
is funded by the participating libraries and prior year fund balances
accumulating for equipment upgrades and replacement. Also, reflected in the Winnefox budget are
the estimated contractual amounts for each of the
ANNUAL SYSTEM PLAN
The Annual Public Library System Plan and Certification of Intent to Comply for Calendar Year 2006 is due to be submitted to DLTCL (Division for Libraries, Technology and Community Learning) by Oct. 15. I have reviewed and discussed the Plan with Mark and concur that it addresses our major needs for the year 2006. We’ve proposed no significant service or staffing changes pending hiring of a new director. Discussion. Action Requested: approve Annual System Plan as presented in Exhibit E.
Library Services
& Technology Act (LSTA) 2006 Grants
There are two LSTA
grants we are applying for in 2006 and
abstracts for both of them are included in Exhibit F. The first is for $20,520 in the non-competitive
system technology category. We are using
it for enhancements to the shared automation system and the funds are
anticipated in the 2006 WALS budget. The
second is for $15,000 in the non-competitive shared automation systems
category. These funds are in
anticipation of the library in

LIBRARY (NORTH FOND DU LAC) CENTENNIAL RESOLUTION
Exhibit G contains a Resolution recognizing and congratulating the
Spillman Public Library in
MISCELLANEOUS REPORTS -
§
Mediation Process for OPL/Omro/Winneconne Non-Reciprocal
Payments Issues – as requested by the Board at the last meeting, a
mediation process has been organized to attempt to address issues of
non-reciprocal borrowing and payments between OPL, Omro and Winneconne. A Committee consisting of two trustees from
each of those libraries along with the municipal administrators from each of
the communities has been formed.
§ Winnefox Assistant Director’s Report – Exhibit H contains Mark’s report, which provides updates on System matters and county planning.

Rotary
Vocational Service Award for 2004-5 – I was pleasantly surprised and honored to receive the Rotary
Vocational Service Award from the Oshkosh Rotary
Club “In recognition of outstanding service and dedication” during my
22 years as Director of Oshkosh Public Library and the Winnefox Federated
Public Library System.
