RESOURCE LIBRARY AGREEMENT – 2003
OSHKOSH PUBLIC LIBRARY/WINNEFOX LIBRARY
SYSTEM
THIS
AGREEMENT is by and between Winnefox Library System, a public library system
organized in accordance with Chapter 43 of the Wisconsin Statutes, hereinafter
called "WINNEFOX," and the Oshkosh Public Library, hereinafter called
"OPL."
WHEREAS,
Winnefox is organized under authority of chapter 43 to provide for the
improvement of public library services to the residents of Fond du Lac, Green
Lake, Marquette, Waushara and Winnebago Counties, and annually adopts a Plan of
Library Service, and
WHEREAS,
Section 43.16 Wisconsin Statutes requires that "each public library system
shall have at least one system resource library," and
WHEREAS,
OPL is a member of Winnefox and meets all the statutory requirements to serve
as a resource library,
NOW,
THEREFORE, IT IS MUTUALLY UNDERSTOOD AND AGREED as follows:
1. OPL will serve as the resource library
for Winnefox.
As resource library, OPL will provide backup
reference and interlibrary loan services from the system resource library
including the development of and access to specialized collections. This agreement meets the requirement of
Section 43.24(2)(b) Wisconsin Statutes.
Terms and conditions of compensation
for such services are as follow:
a) Interlibrary Loan collection usage:
based
on previous year's use - net lending at $2.75 per circulation.

b) Reference

materials are made through direct system
purchase and materials are
to become the property of OPL.

Cost of on-line database searches by OPL staff as
described in Winnefox Plan of Library Service.
Equipment is to be housed at OPL.
c) Collection
Improvement: (2003- no cost)
As part of the OPL Collection Development Planning
process, Winnefox and OPL will determine whether any additional funds can or
should be identified to develop OPL collections to better meet system needs or
demands.
2. As resource library, OPL is entitled to
name a member to all Winnefox committees.
3. Payments agreed upon in this compensation
agreement are to be made by Winnefox promptly upon billing by OPL.
4. This agreement shall be in effect as of
January 1, 2003 and shall remain in effect until December 31, 2003. This agreement may be amended at any time by
mutual agreement of both parties.
