comments: Winnefox accepts interloan requests from member
libraries using standard request methods, including paper forms, phone, fax,
direct reserves in our shared system, our own web forms, or the WISCAT ILL
management system software. Most requests for items owned in our system are
placed directly in our shared database (and are considered to be intra-library
loans) rather than through traditional mediated interlibrary loan. Nearly all Winnefox libraries use our web
forms by cutting & pasting information from WISCAT in order to request
materials held by libraries outside our system. Twenty seven of the thirty Winnefox member libraries route all
ILL requests through our ILL clearinghouse. As libraries continue to join our automated system we
continue to see a slow decline in the number of traditional ILL requests. In 2003 our ILL clearinghouse received
6,568 traditional mediated ILL requests
from member libraries as compared to 8,534 in 2002. Every year we continue to see an increased number of
requests from libraries outside Winnefox.
In 2003 we received 20,429 requests, or 2,612 more than in 2002. Of
these, 9,900 were filled and 10,599 were referred to the next library in
the lender string. Use of electronic reference resources increased in
2003. For most of 2003 we subscribed to
11 online databases that are available to all Winnefox area residents through
member library web pages.
Unfortunately, we were unable to renew all our subscriptions this year
and ended the year with fewer resources than we had begun with. In spite of budget cuts we continue to
support electronic services In 2003 we participated in the AskWisconsinLibrarians
virtual reference project. Links were
placed on library web pages and staff at Oshkosh PL took shifts as question
answerers. 419 chat and email sessions
originated from Winnefox member web sites. We are participants in the WPLC NetLibrary e-book
program which is seeing increased usage.

Education continues to be a priority for
Winnefox. In 2003 we presented or
sponsored 11 workshops and educational sessions on a variety of topics which
were attended by 234 persons. Another useful educational tool is Ides, a monthly
online newsletter with tips on useful features of Internet browsers, Outlook,
& MS Office applications. The Director and Assistant Director assisted member
library directors and Boards with individual issues and problems. Winnefox continues to have a strong
commitment to strengthening member libraries by providing consulting and

The Winnefox delivery service showed another increase
in use in 2003. Our vans drove 66,111
miles to make 5,861 stops delivering material to member libraries, day care
centers, and the Redgranite Correctional facility. A total of 31,451 boxes were transported, almost 2,000 more than
in 2002; this was on top of a similar increase in 2001. Winnefox continues to emphasize advocacy. Bookmarks with contact information on local
legislators were created for each county.
An advocacy training workshop was held to encourage increased activity
in this area. Shhhout!, our bi-monthly advocacy newsletter targeted
for the general public continues to be a useful PR tool. Each issue voices library and system news of
importance as well as specific library happenings. A separate edition is
printed and distributed in each of our counties. Shhhout is sent to all county board members & state
legislators in the Winnefox service area as well as being distributed by the
libraries. We have made much progress on the Winnefox extranet and it
is becoming a useful communications tool.
It gathers information useful to Winnefox & member library staffs in
one location and has become a place to post ‘breaking news’ on current
projects. In addition to information on
Winnefox services the extranet contains links to Internet sites and forms. We continue to host web sites for member libraries
and offer web support services for many of them. In cooperation with OWLS we publish “Trustee Tales”,
a quarterly newsletter for trustees, giving practical advice & explaining
library issues. Eastern Shores &
Mid-Wisconsin Library Systems are purchasing Trustee Tales to distribute to

Describe the system effort in terms of the way in which the initiative
is conducted by the system. Some systems
provide direct services, other provide services to support library
efforts. Targeted special needs groups
and services include those dealing with cognitive disabilities, mental illness,
mobility and accessibility issues, speech and hearing disabilities, vision
disabilities, literacy, poverty, and seniors with special needs. In 2003 we continued a 2002 LSTA grant program of
purchasing assistive hardware & software to make library computers and the
Internet more accessible for persons with disabilities. Several libraries that were unable to
benefit from the 2002 grant were able to do so in 2003. In addition, we used grant funds to purchase
a CCTV enlarger for one library to assist persons with visual disabilities to
read print materials. Winnefox continued to administer a grant to Winnebago
County libraries which is being spent to improve services to persons for whom
English is a second language—primarily the area Spanish, Hmong, and Kurdish

a planning effort or project collaboration, or with which member libraries
worked. Indicate system services or

the system provided any continuing education programs in 2003 on special needs
topics, please identify the topic(s) and speaker(s). Although we had no additional projects relating to
special needs in 2003, Winnefox attempts to foster ties with agencies serving
special needs populations in our service area.
System staff attend meetings of two organizations: the “Collaboration
workgroup” holds a monthly meeting of governmental and private human services
agencies and the “Literacy partners”, a similar organization in Waushara
County. We also make time available at
county meetings for service providers to plan cooperative services with
librarians in each county. Although we have not surveyed libraries, we know
through discussions that many of our libraries have close ties with local
organizations & agencies serving persons with special needs. In 2003 we held one workshop on a special needs
related issue. Staff from the Winnebago
Mental Health Institute presented a workshop on how to work more effectively
with persons with mental illness. Other
comments: Winnefox maintains a community Information
& Referral database listing of almost 1,900 civic organizations, service
clubs, health & social services agencies, and other community groups and
the services they offer. Many of these
listings are of great potential interest to those with special needs. This database, originally covering only
Oshkosh & Winnebago County, continues to expand its coverage in the other
member counties. The online version of
the I&R database is available through member library homepages. A print edition is also distributed. The I&R database is supported by
Winnefox, Oshkosh Public Library, the Oshkosh Area United Way, the Oshkosh
Community Foundation, and Winnebago County Social Services. Other types of libraries __x_ S.43.24(2)(L) Cooperation and continuous planning with
other types of libraries in the system area which results in agreements with
those libraries for the appropriate sharing of library resources to benefit the
clientele of all libraries in the system area. _x__ An advisory committee or planning group

is an active participant in the Fox Valley Library Council, a multi-type
organization encompassing public, school, academic, & special libraries
within the Winnefox & OWLS service areas.
The goals of the organization are to promote education, resource
sharing, and networking among member libraries & their staffs. Winnefox actively supports and integrates the
multi-type library service planning from FVLC into Winnefox plans and services. Library Technology and Resource Sharing
Plan __x_ S.43.24(2)(m) Planning with the division and with
participating public libraries and other types of libraries in the area in
regard to library technology and the sharing of resources. By January 1, 2000, and every 5th
January 1 thereafter, the public library system shall submit to the division a
written plan for library technology and the sharing of resources. _x_ Member public libraries and other types of
libraries in the system area had an opportunity to review and comment on the
plan. _x__ A copy of the public library system
technology and resource sharing plan has been filed with the Division for

Winnefox Automated Library
Service. The WALS online catalog is
probably the Winnefox service program that is most visible to the public, but
the WALS staff serve an important behind the scenes role as well. WALS administers the WAN that connects
member libraries, runs the DRA circulation system, hosts library web pages
& email accounts, provides access to online resources, and provides
technical support services to member libraries. We had hoped to bring Fond du Lac PL, our second-largest member
library, into the WALS system in 2003 but both their building project and
limitations in our old hardware & software prevented this. Fond du Lac expects to join the WALS system
in mid-2004, after they move to their newly expanded building and we migrate
from the DRA system to the Sirsi Unicorn platform. Planning for our spring 2004 migration to the Sirsi system took
much staff time in 2003. Printing &
Graphics. Winnefox provides printing
& graphics services to all member libraries at no charge. The system provides everything from
brochures & forms to custom-designed letterhead & business cards. Use of this service continues to be
popular. The printing service made
894,951 impressions in 2003. In 2003 our graphic artist
won several ‘Best of Show’ and ‘Honorable Mention’ recognitions from ALA for
our original SLP materials. She is an
active participant in planning committees on the library & system level and
has participated in WLA’s Support Staff Section. Summer Reading
Program. Winnefox provides member
libraries with coordinated SLP support including bookmarks, flyers, custom
reading records, and prizes. For the
third year we created our own SLP theme.
The 2003 theme was “Take Flight, Read” tying in to the 100th anniversary
of the Wright brother’s flight. As a
grand finale for the program Winnefox sponsored “Library Day at the EAA”. Over 1,800 SLP participants and their
families gathered at the Experimental Aircraft Association’s AirVenture Museum
for an afternoon of fun. As in past
years, guest artists were scheduled and partially paid for by Winnefox. Marketing and Public
Relations. In spite of some setbacks,
this continues to be a priority at Winnefox.
At the beginning of 2003 our Marketing & Community Relations Coordinator
left for another position. Instead of
immediately filling the position we decided to engage the services of a
Marketing Consultant who would evaluate our current marketing efforts and help
us determine how best to focus our efforts in this area in the future. This project began in the fall and is
expected to continue through the winter of 2004. In this interim period many
of the duties of the Marketing & Community Relations Coordinator –primarily
newsletter editing and public information—have been taken over by other staff. Winnefox Cooperative
Technical Services. WCTS provides
cooperative collection development, selection, purchasing and cataloging &
processing of materials for public libraries in Green Lake, Marquette, and
Waushara Counties. Material cataloged
is entered in the WALS database and WISCAT.
In 2003 WCTS cataloged & processed 16,042 items for member
libraries. Another service of WCTS is
coordinating rotations of Audiobook & DVD circuits to member libraries and
providing collections of large print books from the WCTS central
collection. In 2003 they circulated
9,270 large print books. A new WCTS service is
CD/DVD refinishing. With the increased
use of these formats libraries are receiving many more reports of damaged
items, especially DVDs. In the fall of 2003
we purchased a refinishing machine that is able to buff out many scratches;
this has already proved to be a money-saver for both Winnefox & our member
libraries. WCTS staff travels to
member libraries for consulting on collection development and to provide
“workdays”, which may involve help weeding or with space reorganization. WCTS also coordinates a Substitute Librarian
program, which finds temporary help for librarians needing time away for
conference attendance, classes, or vacations. Administration __x_ The system did not expend more than 20
percent of the state aid received in 2003
